It is starting the clocks you control: a formal complaint, then the escalation body for the specific Payoneer entity that holds your money. Payoneer’s own policy gives a formal complaint 15 working days to be resolved (15 business days for the US entity), and this playbook covers the rest: which entity is yours, how to force a response, and where to escalate when the scripts stop answering.

The email says your Payoneer account has been closed. The balance is still visible, you just cannot touch it, and every reply from support sounds like the same script. id="Why_Payoneer_closes_accounts_the_seven_official_triggers">Why Payoneer closes accounts: the seven official triggers

Payoneer’s own help centre lists seven reasons for blocking or closing an account, and it is worth reading them as written, because the last is the vaguest and the broadest:

The account “has been inactive for more than 6 months”

The holder is under 18

The holder is “from a restricted country”

Registration “with mismatching details”

A duplicate account already exists

“Account security was breached”

Activity that “does not comply with or breached our Terms and Conditions”

The first six are mechanical and mostly fixable. The seventh is the open-ended one, and Payoneer decides alone what falls under it. Compliance systems flag patterns, not intentions: a sudden spike in volume, a new payer from a risk-scored country, a payment description that trips a filter. As one user in an unsupported-market thread put it:

“Payoneer works but keep your withdrawals consistent and not too large. Random spikes = flagged account. learned that the hard way lol”Freelancer using Payoneer for client payouts, forum thread, 2026

One more thing the help centre settles is whether you can come back. After an inactivity closure, Payoneer directs you to register a new account; after a closure for breaching the Terms and Conditions, the account cannot be reopened and a new one cannot be registered.

That is the account side. What matters after the closure email is where your money physically sits, and who answers for it.

What happens to your money the day the account closes

Which rules protect your funds depends on which Payoneer entity serves you. Payoneer’s licensing page lists them: Payoneer Europe Limited, an e-money institution authorised by the Central Bank of Ireland (reference C189473) and passported throughout the EEA; Payoneer Payment Services (UK) Limited, an e-money institution authorised by the FCA (reference 966835, authorised January 2023); and Payoneer Inc. in the United States, a FinCEN-registered money services business (registration 31000288349183) holding state licenses where required.

For the UK entity, Payoneer states the arrangement plainly: funds are held “in a segregated, designated Safeguarding bank account at an authorised financial institution”, under the Payment Services Regulations 2017 and the Electronic Money Regulations 2011. In the same document Payoneer also states that funds held by the UK entity “are not covered by the UK’s Financial Services Compensation Scheme (FSCS)”. Safeguarding is real protection against Payoneer failing as a company; it is not deposit insurance, and it does not stop a compliance hold.

For the EU entity, the same logic applies at the regime level: e-money institutions authorised in Ireland operate under the Electronic Money Regulations 2011 and their safeguarding obligations, per the Central Bank of Ireland’s rules for e-money institutions. What Payoneer does not publish, as of August 2026, is an EU equivalent of its UK safeguarding explainer describing how Payoneer Europe’s customer funds are held in practice.

For US customers the silence is wider. As of August 2026, Payoneer does not publish where US customer funds sit: payoneer.com/legal is a directory of policies, and the Services Terms and Conditions “can be viewed after signing in to your Payoneer Account”. If your account is closed and your login restricted, the contract governing your money is behind a door you may no longer open. One user who investigated exactly this question, for Payoneer and two competitors, reported the result of asking directly:

“Payoneer did not respond. Not to the questions. Not to the follow-up.”User comparing fund custody across payment platforms, forum thread, 2026

One practical note on incoming payments: in its 2024 notice about closing certain receiving accounts after a banking provider change, Payoneer stated that payments sent to those closed account details “will automatically be canceled and sent back to the payer”. That notice covers that migration, not every closure type. The practical lesson stands regardless: redirect your payers immediately rather than letting money fly into a dead account.

How long Payoneer can hold your funds: what is actually written down

Here is the uncomfortable finding from reading every public Payoneer document on closure: no current public Payoneer document states a maximum hold period for your balance after account closure. The help centre pages on blocked and closed accounts give reasons, not timelines. The current Terms and Conditions sit behind the account login. An archived copy of the US Payment Service terms from 2013, no longer the version in force and US-only, already gave Payoneer the right to suspend “access to the funds in your Payoneer Account” on suspicion of a breach, with no time limit written into the clause.

What circulates instead are user reports. A freelancer in Pakistan, warning others about the whole category, wrote:

“All of the financial services including wise and payoneer can close your account for any reason or even without any reason and withhold the amount for 60/90/180 days.”Freelancer, r/pakistan thread on payment platforms, 2026

Those figures are one user’s account of how long holds run, not a published Payoneer rule, and as of August 2026 none of them appears in a public Payoneer document. That asymmetry is the point of this whole article: since Payoneer has not committed to a number, the only deadlines that exist are the ones you create by complaining formally. Which brings us to the playbook.

How to actually get the money released, step by step

Support tickets ask; complaints oblige. Payoneer’s published complaints policy commits it to acknowledge a complaint within 3 business days and resolve it within 15 working days for the UK and EU entities (15 business days for the US entity), extendable to 35 working days for the UK entity and up to 40 for the EU and US entities in exceptional cases. Use that machinery, in this order:

Withdraw anything still withdrawable, today. Some closures leave a window where the balance can still be moved to your bank. Test it before anything else. If the withdrawal fails, screenshot the error.

Answer every document request completely, once, and keep copies. Incomplete responses restart the review. Send exactly what is asked (invoices, contracts, payer confirmations), and keep a dated file of everything submitted. If you get a “verification failed” loop, that file becomes your complaint evidence.

File a formal complaint, using the word “complaint”. This is the step most people skip, and it is the one that starts a regulatory clock: acknowledgement within 3 business days, resolution within 15 working days. Write “formal complaint” in the subject line, state the closure date, the balance held, and what you want (release of funds or a written explanation with a date).

Send it to the channel for your entity. UK: +44-203-608-0610 or VPOperations@payoneer.com. EU: CustomerServiceManager@Payoneer.com or +1-646-658-3113. US and Canada: +1-888-290-3990, CustomerServiceManager@Payoneer.com, or in writing to 195 Broadway, 27th floor, New York, NY 10007. India: Indiacomplaints@payoneer.com.

Diarise the deadline. If 15 working days pass without resolution, ask in writing whether Payoneer is invoking the extension (35 working days UK, 40 EU/US) and on what grounds. When the final response arrives, or the extended deadline expires, you have what the ombudsman needs.

Redirect your income now. Whatever happens to the held balance, stop new money from entering a closed account: give payers and marketplaces new receiving details on another provider the same week.

If the review itself is the blocker (documents in, no decision out), the complaint should say so explicitly: “the review has produced no decision and no deadline”. That sentence, with your dated evidence file, is precisely what escalation bodies exist to judge.

If Payoneer stops answering: escalation paths by entity

This is where “Payoneer is three companies” stops being trivia. Each entity answers to a different body, on different terms, and none of them will look at your case before Payoneer has had its chance to respond.

UK: the Financial Ombudsman Service, for free

If Payoneer Payment Services (UK) Limited rejects your complaint or the deadline passes, you can take it to the Financial Ombudsman Service within six months of the final response. The service is free, it covers e-money institutions, and it already handles Payoneer cases: a published decision from 2025 (DRN-5446322) concerns a complaint by a business customer against “Payoneer Payments Services (UK) Limited trading as Payoneer”. That particular case, a purchase scam, was not upheld, but it settles the question that matters here: the FOS has jurisdiction over Payoneer’s UK entity, including business accounts. UK law firms also advertise fund-freeze cases against Payoneer, but the free route comes first. Whether your case is better framed as an appeal or a complaint is its own decision, and we broke that down in how to appeal a closed account versus complaining to the ombudsman.

EU and EEA: Ireland’s FSPO

Customers of Payoneer Europe Limited, the Irish entity that serves the entire EEA, can refer a complaint to Ireland’s Financial Services and Pensions Ombudsman. Payoneer’s complaints policy states the referral must happen within 6 years of the conduct complained of (the limit set by the Financial Services and Pensions Ombudsman Act 2017). Two conditions to know before you file: the FSPO expects you to have Payoneer’s final response first, and eligibility differs by who you are. Consumers are always eligible; businesses only qualify if their annual turnover in the previous financial year was 3 million euro or less. The service is free, and this is the path almost nobody in the forums seems to know exists: wherever you live in the EEA, your Payoneer complaint lands in Dublin, not with your local regulator.

US: state regulators and the CFPB

There is no ombudsman for customers of Payoneer Inc. Payoneer’s own policy points to state regulators, which “will accept questions or complaints from their respective residents”. In parallel you can file with the CFPB under its category “Money transfers, virtual currency, and money services”: the CFPB forwards the complaint to the company, most companies respond within 15 days, and in some cases the final response can take up to 60 days. It is pressure, not adjudication, but it creates a public record and a response obligation where otherwise neither exists.

Elsewhere: Australian customers can go to AFCA within 6 years of becoming aware of the circumstances, and Indian customers start with Indiacomplaints@payoneer.com, then escalate to the Nodal Officer (NodalofficerIndia@payoneer.com, final response within 30 working days).

How this compares to PayPal’s 180-day hold

PayPal’s approach to the same problem is brutal but legible: it can hold your funds for up to 180 days under PayPal’s Balance Terms and Conditions (read 2026-08-08), extendable by court order or regulatory requirement. You hate the number, but you can plan around it. Payoneer publishes no number at all: the hold lasts as long as compliance decides, and the only clocks running are the ones you start with a formal complaint. As we documented in our PayPal 180-day hold playbook, a successful appeal can change the picture on PayPal’s side; with Payoneer, the equivalent lever is the entity-specific ombudsman above. And if the closed account was your business’s main artery, the deeper lesson is structural, the one we drew from a fintech closing a business account overnight: no single provider, however good, should be the only pipe your income flows through. One user in an unsupported-market thread compressed it into a sentence:

“honestly best move is using 2 options (like wise + payoneer) so you’re not stuck again if one fails.”Freelancer on receiving international payments, forum thread, 2026

Picking the second pipe means finding one that accepts your country and your line of work: our comparator reads what 120 neobanks and EMIs publish about who they take, and shows which providers would accept you.

FAQ

<details>
Why did Payoneer close my account?+–

Payoneer’s help centre lists seven official reasons: inactivity for more than 6 months, being under 18, being from a restricted country, mismatching registration details, a duplicate account, a security breach, or activity that breaches its Terms and Conditions.
