What the banks do not share is who they mean by that, and the word each one uses decides what you pay and whether you can apply at all.<\/p> <p>Five Armenian banks publish something about opening an account to someone who is not Armenian, and we read all five on 15 August 2026. <strong>Read side by side, they are not describing the same person.<\/strong> Ameriabank writes about non-citizens. Inecobank, ACBA and IDBank write about non-residents. A foreign national who actually lives in Yerevan sits inside one group and outside the other, so the same file gets two different answers and two different prices depending on which counter it Residents pay nothing on either<\/td><\/tr><\/tbody><\/table><\/div> <p class=\"bs-table-foot\">All read 15 August 2026 on the banks&#8217; own domains: Evocabank&#8217;s remote service page for non-resident clients, Ameriabank&#8217;s tariff sheet for individuals and its account opening guide, Inecobank&#8217;s &#8220;start&#8221; package terms, ACBA&#8217;s current account page, and IDBank&#8217;s non-resident procedure document plus its bank account page. Each price is what that bank publishes for the category it names in the second column, and no cell applies one bank&#8217;s terms to a category that bank does not mention. The rows carry no ranking. Two dating cautions: IDBank&#8217;s page lists a tariff bulletin marked valid from 19 August 2026, four days after we read it, and the bulletin it replaces had already lapsed, so those two figures are what the page showed on the day; Evocabank&#8217;s figures come from its remote service page, which is not the bank&#8217;s general tariff sheet. Deposit protection is not a column here because it is set by the law and comes out identical at all five, and it has its own section below, including what we could not establish about it. Ardshinbank was checked on 15 August 2026 and the site answered 403, then 520 on a second attempt. Its sitemap lists pages named for non-residents whose contents could not be read. It is absent from this table for that reason and no other, and <strong>two failed requests in one day measure the requests, not the bank<\/strong>.<\/p> <h2><span class=\"ez-toc-section\" id=\"Ameriabank_draws_the_line_at_citizenship_the_other_four_draw_it_at_residency\"><\/span>Ameriabank draws the line at citizenship, the other four draw it at residency<span class=\"ez-toc-section-end\"><\/span><\/h2> <p>Read the second column alone and the split is clean. Ameriabank&#8217;s tariff sheet prices &#8220;non-citizens of Armenia&#8221; and reserves its distance product to &#8220;the citizens of Armenia&#8221;. Inecobank, ACBA and IDBank all price &#8220;non-resident customers&#8221;. <strong>One bank is asking what passport you hold. The other four are asking where you live.<\/strong><\/p> <p>The person who falls in the gap is ordinary rather than exotic. <strong>A foreign national holding an Armenian residence permit is a non-citizen permanently and a non-resident never.<\/strong> At Ameriabank the 20,000 AMD due diligence line follows him for as long as he holds that passport. At ACBA the 15,000 AMD one-off does not reach him at all, because ACBA is not asking about his passport.<\/p> <p>It runs the other way too. An Armenian citizen who has lived in Los Angeles for twenty years is a citizen to Ameriabank, whose distance product is open to him, and a non-resident to the other four. None of them is granting a discount or imposing a penalty. They are answering different questions, and which answer you get depends on the question the bank in front of you happens to ask.<\/p> <p>IDBank is where the two criteria stop lining up inside one institution. Its tariff prices non-residents. Its procedure is titled for applicants with a foreign passport, hands you a form called a questionnaire for non-resident individuals, and then asks for an Armenian residence permit among the required scans. We are not going to settle that on the bank&#8217;s behalf: the procedure asks for residency from the category the price list calls non-resident, and both documents were read the same day.<\/p> <h2><span class=\"ez-toc-section\" id=\"Why_the_route_in_is_different_at_every_Armenian_bank\"><\/span>Why the route in is different at every Armenian bank<span class=\"ez-toc-section-end\"><\/span><\/h2> <p>There is a reason the third column looks scattered, and it sits in Armenian law rather than in anyone&#8217;s commercial strategy.<\/p> <p>Armenia&#8217;s anti-money-laundering law, in the consolidated English text published by the Central Bank of Armenia and read on 15 August 2026, requires every reporting entity to <strong>&#8220;develop and implement policies and procedures for managing the risks associated with non-face to face transactions or business relationships&#8221;<\/strong>. The law neither grants remote opening nor forbids it. It obliges each bank to write its own risk policy and live with it.<\/p> <p>So the five routes in the table above are five answers to one legal obligation, and that is the layer still standing after every figure above has changed.<\/p> <h3><span class=\"ez-toc-section\" id=\"Evocabank_opens_from_abroad_to_applicants_meeting_one_of_four_conditions\"><\/span>Evocabank opens from abroad to applicants meeting one of four conditions<span class=\"ez-toc-section-end\"><\/span><\/h3> <p>Evocabank publishes a page for non-resident clients, open to applicants meeting one of four conditions, that states in the bank&#8217;s own words: &#8220;Visiting a physical bank branch is no longer necessary. Even if you don&#8217;t live in Armenia, you can open online bank accounts from anywhere 24\/7.&#8221; The process on that page is documents by email, then a video call for online identification once the file is complete, then a decision, then a transfer of at least USD 50 into the new account. The documents asked of a private individual are a passport, an international passport, and evidence of the source of income such as a tax return or an agreement on the sale or lease of real property, shares or securities.<\/p> <p>The same page sets out who may use it, and it is the half that gets quoted less. <strong>Evocabank lists four alternative conditions and you have to meet one:<\/strong> owning real property in Armenia confirmed by a registration certificate, being ready to place deposits with the bank, being registered as a sole proprietor in Armenia, or being a participant or shareholder in a company registered there.<\/p> <blockquote>&#8220;Yes, at Evoca bank. but you have to fulfill one of the conditions.. I just deposited some money.&#8221;<span class=\"bs-quote-who\">One account holder on r\/armenia, answering someone asking whether a foreign citizen who is not a resident can open there<\/span><\/blockquote> <p>Three of those four conditions require something you already hold in Armenia: a property, a registered sole proprietorship, or a stake in a company. The fourth is the deposit, and it is the one an applicant with no prior connection to the country can reach for. How much it takes we cannot tell you, because the English text published by the bank reads &#8220;in the amount of up to USD 20 000, Euro 20 000, RUB 1 500 000 and AMD 10,000,000&#8221;, which is a ceiling where an admission requirement would normally be a floor. We found no version of the page that clarifies it, so we are quoting it rather than deciding what it meant.<\/p> <p>The price of that route is on the same page: opening 50,000 AMD, annual service 250,000 AMD, closure free. Those are the fees published on the remote service page for non-resident clients, which is not the bank&#8217;s general tariff sheet, and they stay in drams here because we did not verify an exchange rate.<\/p> <h3><span class=\"ez-toc-section\" id=\"Ameriabanks_distance_product_is_reserved_to_Armenian_citizens\"><\/span>Ameriabank&#8217;s distance product is reserved to Armenian citizens<span class=\"ez-toc-section-end\"><\/span><\/h3> <p>Ameriabank&#8217;s tariff sheet for individuals carries a line for distance opening of its account and service package, and then the qualification: <strong>&#8220;the package is available only to the citizens of Armenia.&#8221;<\/strong> The sentence appears twice in the tariff sheet and again in the bank&#8217;s own account opening guide. That is worth pausing on. In our <a href=\"https:\/\/neobankfit.com\/blog\/georgia-bank-account-non-resident\/\">Georgia guide<\/a> the equivalent filter, a shortlist of nationalities allowed onto Bank of Georgia&#8217;s remote video onboarding, was described by two account holders and never published by the bank. Here the bank prints it.<\/p> <p>Ameriabank does open to non-citizens in a branch: its list of required documents has a section headed &#8220;Non-citizens&#8221; under the heading for individuals. What the assessment costs is the second published figure worth knowing. The tariff sheet prices customer due diligence for establishing business relationships at <strong>20,000 AMD for non-citizens of Armenia and free for Armenian citizens<\/strong>, with a note saying the fee is charged where the bank approves establishing the relationship as a result of that due diligence.<\/p> <blockquote>&#8220;Also, Ameria charged me 20k AMD just to apply and hope to get approved, so as far as ease of opening accounts, IDBank wins again.&#8221;<span class=\"bs-quote-who\">An account holder on r\/armenia who holds accounts at both banks<\/span><\/blockquote> <p>The note and the account differ, and the difference is the point rather than something to reconcile. The tariff attaches the fee to approval. The account holder describes paying it to be considered. We can report what the bank publishes and what one customer says happened at a counter, and we cannot tell you how often the two diverge, because we did not measure that.<\/p> <h3><span class=\"ez-toc-section\" id=\"IDBanks_two_documents_disagree_with_each_other\"><\/span>IDBank&#8217;s two documents disagree with each other<span class=\"ez-toc-section-end\"><\/span><\/h3> <p>IDBank publishes a procedure for becoming a client with a foreign passport. The application is genuinely remote: a questionnaire for non-resident individuals, scans attached, sent in PDF to a dedicated non-resident address, with the bank stating the request will be reviewed within 72 hours. Then the published steps turn physical. &#8220;After confirming the possibility of opening an account\/card, you need to download the EarlyOne application on Google Play or the App Store and sign up online for a visit to one of the IDBank branches.&#8221; A second app, Idram and IDBank, is installed by a bank employee afterwards to manage the account.<\/p> <p><strong>Its tariff page, read the same day, prices account opening for non-residents either at a branch or for customers &#8220;that have undergone remote identification&#8221;.<\/strong> The procedure document describes no such route. Two documents from one bank, and they do not agree on whether a non-resident can be identified remotely, so we are reporting both and neither is the version we picked.<\/p> <p>The scan list is the longest of the five and includes an Armenian residence permit, passport pages, a personal income tax certificate, and a statement from your main bank showing six months of regular salary receipts, or for the self-employed, certified contracts plus six months of matching payments. The document also warns that an incompletely filled questionnaire may be rejected. It carries no date and still asks for an income tax certificate covering 2021 to 2022, which makes it evidence of what the bank publishes rather than of what the bank currently does.<\/p> <h2><span class=\"ez-toc-section\" id=\"How_much_the_guarantee_covers_depends_on_the_currency_you_keep_it_in\"><\/span>How much the guarantee covers depends on the currency you keep it in<span class=\"ez-toc-section-end\"><\/span><\/h2> <p>Article 3 of the law on guaranteeing the reimbursement of bank deposits of individuals, published by the Deposit Guarantee Fund of Armenia and read on 15 August 2026, sets out four cases.<\/p> <div class=\"bs-table\"><table><thead><tr><th>What you hold at that bank<\/th><th>What is guaranteed<\/th><\/tr><\/thead><tbody><tr><th>Only dram deposits<\/th><td>Up to 16,000,000 AMD<\/td><\/tr><tr><th>Only foreign currency deposits<\/th><td>Up to 7,000,000 AMD<\/td><\/tr><tr><th>Both, dram deposit above 7,000,000 AMD<\/th><td>The dram deposit only, up to 16,000,000 AMD. <strong>The foreign currency deposit is not covered<\/strong><\/td><\/tr><tr><th>Both, dram deposit below 7,000,000 AMD<\/th><td>The dram deposit in full, plus the foreign currency deposit up to the difference between 7,000,000 AMD and the dram amount compensated<\/td><\/tr><\/tbody><\/table><\/div> <p class=\"bs-table-foot\">Article 3 of the law, read on the Deposit Guarantee Fund&#8217;s own site on 15 August 2026, corroborated by the Fund&#8217;s FAQ page and by the tariff table ACBA reproduces. The guarantee runs per depositor per bank, and Article 3 part 2 provides that all dram deposits of one depositor at the same bank count as a single deposit, and all foreign currency deposits likewise. One limit has to be stated rather than smoothed over: <strong>no Armenian source we found says in so many words that non-residents are covered<\/strong>. The law defines a depositor as a natural person holding a deposit at the bank, with no condition of residence or citizenship, and the excluded deposits listed in Article 2 part 3 do not mention residence either. That is an argument from what the law does not say. It is weaker than the statement we were able to quote in our <a href=\"https:\/\/neobankfit.com\/blog\/georgia-bank-account-non-resident\/\">Georgia guide<\/a>, where the agency writes that deposits of residents and non-residents alike are insured, and every sentence below is written to depend on it as little as it can.<\/p> <p>The third row is the one that surprises people, so it is worth spelling out. Hold 8,000,000 AMD in drams and USD 30,000 in dollars at the same Armenian bank and the dollars are not insured for anything. Not reduced, not partial: above a dram balance of 7,000,000 AMD the rule compensates the dram deposit and stops. That is how the scheme is written, and it is not our advice about which currency to hold.<\/p> <p>The ceiling also runs per depositor per bank, with same-currency deposits at one bank added together first, so a second account at the same bank adds no cover where a second bank would. Whether that ceiling reaches a non-resident at all is the open question in the note above. If Armenia is a stop rather than a base, <a href=\"https:\/\/neobankfit.com\/blog\/best-neobank-digital-nomads-reliability\/\">the most reliable neobank accounts for digital nomads<\/a> covers where the rest of the setup can sit.<\/p> <h2><span class=\"ez-toc-section\" id=\"What_the_banks_ask_a_non-resident_to_bring_and_where_the_sources_disagree\"><\/span>What the banks ask a non-resident to bring, and where the sources disagree<span class=\"ez-toc-section-end\"><\/span><\/h2> <p>Anyone arriving from our Georgia guide will expect a tax number to come first, because in Georgia it does, and getting one from outside the country runs through a notarised power of attorney. We went looking for the Armenian equivalent. The published document lists do not ask a non-resident for one.<\/p> <p>Inecobank&#8217;s list of required documents asks for the Personal Public Service number, or a reference certifying its non-receipt, and then names who that applies to: a citizen of Armenia, a foreign citizen with the right of residence in Armenia, a permanent resident with no citizenship, or a refugee. A foreigner living somewhere else falls outside all four. Ameriabank carries the number under its section for citizens, and under &#8220;Non-citizens&#8221; that line disappears, replaced by a utility payment receipt, a reference from the place of residence, or an equivalent document showing the applicant&#8217;s address. Evocabank&#8217;s remote route asks for a passport, an international passport and evidence of the source of income, and no number at all.<\/p> <p>There is a mechanism underneath. The anti-money-laundering law lists the identification data for a natural person as forename, surname, citizenship, registration address where available, place of residence, date of birth, and the details of the identity document. <strong>The taxpayer identification number appears only in the clause covering sole practitioners<\/strong>, which is why the number tracks registered self-employment rather than account holding. What the law asks of everybody is where you live, and a place of residence is exactly what Ameriabank substitutes for the number when the applicant is not a citizen.<\/p> <p>Now the disagreement, because presenting only the convenient half would be dishonest. Armenian law firms and relocation agencies writing for foreign applicants state that a valid passport and a Public Services Number are what a non-resident needs, and describe the number as a required document. The banks&#8217; own published lists say otherwise. These are two kinds of source: a bank publishing what it requires is describing its own policy, while a practice writing for prospective clients is describing what it has seen, and in some cases selling help with the step. We are reporting what each one is. What happens when a particular officer at a particular branch asks for it anyway is a practice, and we read documents.<\/p> <p>For anyone planning a trip around it: the Personal Public Service number is issued by the Migration and Citizenship Service of the Ministry of Internal Affairs, the certificate is free, and the state services portal lists the eligible groups as Armenian citizens, foreign nationals with residence rights, stateless persons permanently residing in Armenia, refugees, and foreigners legally present in the country. The portal describes an in-person appointment and says nothing about obtaining it from abroad, which is not the same as saying it cannot be done. A new population register law adopted on 3 July 2025 is reported to repeal the public service number law and take effect no later than 1 January 2027; we have that from secondary reporting and have not read the text.<\/p> <h2><span class=\"ez-toc-section\" id=\"Why_a_refusal_arrives_without_an_explanation\"><\/span>Why a refusal arrives without an explanation<span class=\"ez-toc-section-end\"><\/span><\/h2> <p>The Armenian anti-money-laundering law does something the Georgian material only implied. <strong>It does not permit a bank to refuse. It requires it.<\/strong> Article 27 provides that where the obligations of customer due diligence, record keeping or ongoing monitoring cannot be performed, the reporting entity should reject the transaction or business relationship and consider recognising it as suspicious under Article 7. The same article extends the duty to relationships already open: if identity cannot be verified or monitoring cannot be carried out, the bank has to end it.<\/p> <p>That last clause is what a rejected applicant runs into. The refusal sits next to a suspicion assessment, and a suspicion assessment is not something a bank explains to a customer. The silence is not rudeness and not a policy someone chose.<\/p> <p>The inputs are named in the statute rather than paraphrased from advisers. Customer due diligence covers identifying and verifying the customer, understanding the purpose and intended nature of the relationship, and monitoring it afterwards. The high-risk criteria include persons domiciled in, residing in, or coming from non-compliant countries or territories, and complex or unusual large transactions with no apparent economic or other lawful purpose. Where a high-risk criterion is present, enhanced due diligence requires senior management approval, measures to establish the source of the customer&#8217;s funds and wealth, and an examination of the background and purpose of the relationship. ACBA says the same thing in its own terms: its current account page states the bank may suspend or terminate the agreement at its own discretion and without notifying the customer where it holds a reasonable suspicion that the customer is circulating funds received through criminal operations.<\/p> <p>One account holder on r\/armenia, advising a freelancer preparing an application, described the concern behind the questions:<\/p> <blockquote>&#8220;Red flag because banks are afraid of bank tourists. They very much do not want to find themselves in a situation where, say, someone arrives from russia, gets a visa card, and then leaves and uses the card to circumvent sanctions, without actually working in armenia.&#8221;<span class=\"bs-quote-who\">An account holder on r\/armenia<\/span><\/blockquote> <p>The same person offered a sequencing tactic that follows from it, for applicants who receive money by card transfer rather than by ordinary bank transfer:<\/p> <blockquote>&#8220;If you suspect they might not issue you a card just like that, you first open only an account, and then, once you are already a bank client, you apply for the card.&#8221;<span class=\"bs-quote-who\">The same account holder, describing Ameriabank and IDBank<\/span><\/blockquote> <p>That is one person&#8217;s approach and not a published rule. Two things do come straight from the statute and the banks&#8217; own lists:<\/p> <ul class=\"bs-checklist\"> <li><span class=\"bs-checklist-box\">&#10003;<\/span><p><strong>Send the source-of-funds file with the application, not to the review.<\/strong> Evocabank asks for a tax return or a property, share or securities agreement. IDBank asks for an income tax certificate plus six months of statements showing regular receipts, or contracts and matching payments for the self-employed. IDBank writes down that an incompletely filled questionnaire may be rejected.<\/p><\/li> <li><span class=\"bs-checklist-box\">&#10003;<\/span><p><strong>State what the account is for, then use it that way.<\/strong> Understanding the purpose and intended nature of the relationship is a statutory duty, and so is monitoring it afterwards. An account opened for living costs that starts receiving client payments no longer matches the purpose on file. That is the mechanism. How often it fires in Armenia is not something we could measure.<\/p><\/li> <\/ul> <p>Both are work you do before you apply. An American account holder in Yerevan, describing his own two applications, says IDBank let him open without residency while Ameriabank asked for a registered address, an Armenian social security number, work contracts, a lease, twelve months of bank statements and twelve months of pay stubs. That is one person, and on the first half IDBank&#8217;s own published procedure says the opposite, since it lists an Armenian residence permit among the required scans. The other four ask where you live. If you are a foreign national resident in Armenia, or an Armenian citizen resident abroad, those two questions point in opposite directions, and so do the prices in the table above.
