The chat agent says the account is under review and gives you no date, the rent is due, and the money on the screen is yours but does not move.<\/p> <blockquote>despite completing all requested verification steps multiple times, I still do not have access to my account or funds<span class=\"bs-quote-who\">CFPB complaint #22190672, filed May 2026, closed with explanation<\/span><\/blockquote> <p><strong>File a complaint with the Consumer Financial Protection Bureau: the company is measured on answering within 15 calendar days, and 60 if it asks for more time. But send it to the right place, and expect the honest outcome. Varo is.<span class=\"ez-toc-section-end\"><\/span><\/h2> <p>This is not a technicality: it decides where your complaint goes.<\/p> <p><strong>Chime says it in its own footer: &#8220;Chime is a financial technology company, not a bank.&#8221;<\/strong> It adds that &#8220;Banking services provided by The Bancorp Bank, N.A. or Stride Bank, N.A., Members FDIC.&#8221; Note the <em>or<\/em>: Chime does not tell you which of the two holds your deposit. Your deposit account agreement does. Cash App, run by Block, Inc., is messier still, its terms making balances &#8220;eligible for FDIC pass-through insurance through Wells Fargo Bank, N.A., Sutton, Bank and\/or The Bancorp Bank, N.A.&#8221; (the stray comma is theirs). Three banks, depending on the feature.<\/p> <p>Varo is the exception. The Office of the Comptroller of the Currency handed it a charter on 31 July 2020, which the Acting Comptroller called &#8220;its full-service national bank charter&#8221;, operating &#8220;subject to a single primary prudential supervisor&#8221;. <strong>Varo is the bank. Chime and Cash App are apps in front of somebody else&#8217;s bank.<\/strong><\/p> <p>We looked up each institution in the FDIC&#8217;s BankFind register on 3 September 2026:<\/p> <div class=\"bs-table\"><table> <thead><tr><th>Who holds the deposit<\/th><th>Behind which app<\/th><th>FDIC cert<\/th><th>Primary federal regulator<\/th><\/tr><\/thead> <tbody> <tr><th>Varo Bank, N.A.<\/th><td>Varo (it is the bank)<\/td><td>59190<\/td><td>OCC<\/td><\/tr> <tr><th>The Bancorp Bank, N.A.<\/th><td>Chime, Cash App<\/td><td>35444<\/td><td>OCC<\/td><\/tr> <tr><th>Stride Bank, N.A.<\/th><td>Chime<\/td><td>4091<\/td><td>OCC<\/td><\/tr> <tr><th>Wells Fargo Bank, N.A.<\/th><td>Cash App balances<\/td><td>3511<\/td><td>OCC<\/td><\/tr> <tr class=\"is-hl\"><th>Sutton Bank<\/th><td>Cash App<\/td><td>5962<\/td><td>FDIC<\/td><\/tr> <\/tbody> <\/table><\/div> <p class=\"bs-table-foot\">FDIC BankFind, read 3 September 2026. All five records returned ACTIVE = 1. Varo&#8217;s 2020 charter is still live, and its supervisor is still the OCC.<\/p> <p><strong>Four of the five banks that hold deposits behind these three apps answer to the OCC, not the FDIC.<\/strong> The FDIC is the right destination for exactly one of them, Sutton Bank. That is worth knowing before you spend an afternoon writing to the wrong agency.<\/p> <h2><span class=\"ez-toc-section\" id=\"What_a_CFPB_complaint_actually_does\"><\/span>What a CFPB complaint actually does<span class=\"ez-toc-section-end\"><\/span><\/h2> <p>The Bureau&#8217;s process page, last updated 28 May 2026, puts it plainly: &#8220;Companies generally respond in 15 days. In some cases, the company will let you know their response is in progress and provide a final response in 60 days.&#8221; Its March 2026 Consumer Response report states the same as a measurement, &#8220;within 15 calendar days&#8221; and &#8220;a final response within 60 calendar days&#8221;. <strong>Read that as a yardstick the Bureau publishes, not a penalty the law imposes.<\/strong> A late answer is recorded in the database as untimely; it is not a fine.<\/p> <p>The outcome you want has a name in that report: among the forms of non-monetary relief the Bureau lists is &#8220;restoring account access&#8221;. That is the box a company ticks when a complaint gets you back in, and it is the realistic best case for a lock.<\/p> <p>There is also a route that leads nowhere, aimed squarely at readers in this situation. If a company &#8220;suspects that the consumer has committed fraud&#8221;, it can return the complaint with an administrative response called &#8220;Alerted CFPB&#8221;, and those complaints &#8220;are not published in the Consumer Complaint Database&#8221;. A freeze opened on suspicion of fraud can end there.<\/p> <p><strong>Is the channel actually moving in 2026?<\/strong> Here is what we measured rather than what we assume: the public database was last updated on 2 September 2026, and the next day it still held 1,181 Chime and 263 Block complaints marked &#8220;in progress&#8221;. Complaints being worked in a file refreshed the day before are the best current evidence the channel is live. The Bureau&#8217;s own complaint process page was last updated on 28 May 2026, and its funding requests to the Federal Reserve were acknowledged on 2 April and 31 July 2026. What we did not find is any Bureau statement dated after March 2026 speaking to the state of the complaint channel itself. So file, and do not make it your only move.<\/p> <h2><span class=\"ez-toc-section\" id=\"What_the_outcomes_really_look_like\"><\/span>What the outcomes really look like<span class=\"ez-toc-section-end\"><\/span><\/h2> <p>The odds are measurable, and worth knowing before you spend an evening writing. Relief percentages are shares of complaints closed, that is total minus in progress; the last row is a share of all complaints received. Block&#8217;s nil for other relief was queried explicitly, not inferred from a missing bucket. Both columns reconcile exactly to their totals.<\/p> <p><strong>Being answered on time is not the same as getting your money.<\/strong> Both companies answer within the yardstick almost every time. Chime returned money in 619 of 10,912 closed complaints, roughly one in eighteen. Block returned money in 24 of 15,038, fewer than one in six hundred.<\/p> <div class=\"bs-callout\"><span class=\"bs-callout-label\">In breve<\/span> <p>A complaint is very likely to produce a reply and unlikely to produce a refund. Its real value is that it forces a written, dated answer you can escalate, which is precisely what a chat transcript is not.<\/p><\/div> <p>Two apps sold as the same kind of thing show a thirty-five-fold difference in the rate at which a complaint ends with money returned.<\/p> <p>Chime&#8217;s record here is not opinion. On 7 May 2024 the CFPB ordered it to pay at least $1.3 million in redress and a $3.25 million penalty over refunds it failed to issue within the 14 days it had promised after closing accounts, its director noting that &#8220;Chime&#8217;s customers had to wait weeks or months for access to their own money&#8221;. <strong>The wait you are experiencing after a closure is the behaviour Chime has already been penalised for.<\/strong><\/p> <p>Block has its own dated order: on 10 April 2025 the New York State Department of Financial Services required it to pay &#8220;Forty Million Dollars and 00\/100 Cents ($40,000,000)&#8221;, recording that &#8220;Between 2018 and 2021, Block experienced a significant transaction monitoring alerts backlog.&#8221; A backlog is what a lock feels like from the customer&#8217;s side.<\/p> <h2><span class=\"ez-toc-section\" id=\"Where_to_send_it_when_Chime_or_Cash_App_locks_you_out\"><\/span>Where to send it when Chime or Cash App locks you out<span class=\"ez-toc-section-end\"><\/span><\/h2> <p>Do these in parallel, not in sequence. Nothing stops you filing with more than one body.<\/p> <ul class=\"bs-checklist\"> <li><span class=\"bs-checklist-box\">\u2713<\/span><p>Open your <strong>deposit account agreement<\/strong> and find which bank holds your money. For Chime it is either The Bancorp Bank or Stride Bank, and the app will not tell you which.<\/p><\/li> <li><span class=\"bs-checklist-box\">\u2713<\/span><p>File the <strong>CFPB complaint<\/strong> against the company you actually deal with, at consumerfinance.gov. This is the federal channel built to take a complaint about a fintech rather than a bank.<\/p><\/li> <li><span class=\"bs-checklist-box\">\u2713<\/span><p>File in parallel with the <strong>OCC<\/strong>, through HelpWithMyBank.gov, which states it &#8220;provides information and assistance for customers of national banks and federal savings associations&#8221;. For Varo, Bancorp, Stride and Wells Fargo, that is the correct regulator.<\/p><\/li> <li><span class=\"bs-checklist-box\">\u2713<\/span><p>Use the <strong>FDIC<\/strong> only if Sutton Bank holds your balance. The FDIC says it will not take complaints about &#8220;a financial services company that is not a bank&#8221;, so a complaint naming only the app will not land: name the bank.<\/p><\/li> <li><span class=\"bs-checklist-box\">\u2713<\/span><p>Assemble the documents once, in one folder, before you write anything. If it helps to have the list laid out for you, the site&#8217;s free <a href=\"https:\/\/app.neobankfit.com\/start?type=personal\">Bank-Ready walkthrough for personal accounts<\/a> sets out which papers to gather and why each one is asked for.<\/p><\/li> <\/ul> <h2><span class=\"ez-toc-section\" id=\"You_usually_get_one_shot_so_write_it_properly\"><\/span>You usually get one shot, so write it properly<span class=\"ez-toc-section-end\"><\/span><\/h2> <p>The Bureau&#8217;s complaint page carries a line that should change how you approach this: &#8220;you generally can&#8217;t submit a second complaint about the same problem.&#8221; Treat the first as the only one.<\/p> <blockquote>I received an email from Chime stating they would be closing my account. I got no other warning about this, however when I immediately went to my account to withdrawal my money they had already closed my account and locked me out. I did this within minutes of receiving the email. They then told me I would get my money in 30 days.<span class=\"bs-quote-who\">CFPB complaint #18976711, filed January 2026, closed with explanation<\/span><\/blockquote> <p>That reads as a story. The ones that get relief read as a record: dates, amounts, what you sent and when, what you were told and by whom, and the specific outcome you want, which is release of the balance or a written date for it.<\/p> <p>Ask for the thing the Bureau can record. <strong>&#8220;Restoring account access&#8221; is a real category in its books. &#8220;Being treated fairly&#8221; is not.<\/strong><\/p> <p>Chime&#8217;s blog is the only one of the three that names any timeframe, and only for the review: &#8220;a few business days&#8221;, with no deadline at all for sending the money back.
