Opening a Bank Account in Portugal as a Non-Resident: What the NIF Requires, and What It Does Not
As a rule a Portuguese tax number comes before a Portuguese bank account, and one bank’s contract writes the exception itself. What you do not need, on the tax authority’s own words, is the fiscal representative that a whole industry sells alongside the number.
There is a service economy built around getting foreigners into Portuguese banks, and most of what it sells is real work: appointments, translations, someone who answers the phone in Portuguese. One thing it sells is not required, and the body that would require it says so in writing. We read the tax authority’s own leaflet for foreign non-residents on 15 August 2026, along with four banks’ published pages, the deposit guarantee fund and the anti-money-laundering statute.

All read 15 August 2026 on the banks’ own domains, in euros, and the rows carry no ranking. Novobanco’s price list states its own entry into force as 20 February 2026. Caixa Geral de Depósitos is absent from this table because we could not find its published requirements for non-residents: the only page we opened on its domain was an article in its Saldo Positivo editorial section, dated 15 June 2026, which describes opening through its app using Portuguese identity credentials. An editorial article is not a requirements page, and we are not going to infer one from it. The Millennium BCP cell is declared rather than compared: a promotional rate for three months is not a maintenance fee, and putting it beside Novobanco’s full rates would be comparing two different things. The minimum banking services figures are the published price of that product; whether a non-resident can open one is set out below, and we could not settle it either way. Novobanco’s own documents disagree with each other on one figure, also set out below.
Millennium BCP publishes a route for people living abroad, and it ends in a room
The four steps Millennium BCP publishes on its page for customers resident abroad, read 15 August 2026, are: print and complete the forms; photocopy your documents; have those copies authenticated, either by a local authority with the Hague Apostille, by a Portuguese consulate or embassy, or by one of the bank’s own representative offices; and then deliver the documentation to the nearest representative office or Banque BCP branch.
Those offices are in Germany, South Africa, Brazil, the United Kingdom, Switzerland and Venezuela, with Banque BCP branches in France and Luxembourg. So the route exists and it is not a remote one: it finishes with paper handed over in one of eight named countries. If you are not in one of them, this published path does not close.
The minimum banking services account has a legal ceiling of 5.37 euros a year
Portugal caps what a bank may charge on one specific product. The Banco de Portugal states, on its bank customer portal read 15 August 2026, that credit institutions may not charge fees, expenses or other charges which, on a yearly basis and as a whole, account for more than 1% of the value of the social support index, that is 5.37 euros according to the value of that index in 2026.
That is the cheapest current account in the country, and the obvious question is whether a non-resident can open one. We could not establish the answer, and we are not going to imply one. Here is exactly what we found and did not find. On access, the Banco de Portugal names one condition, that the customer may not hold other current accounts, with exceptions for people over 65 and for disability. Banco CTT states that any natural person may access its minimum banking services if they do not already hold a current account. Novobanco’s price list note says the same. Neither the Banco de Portugal, nor Banco CTT, nor Novobanco mentions residence as a condition of access.
Residence appears in all three, but only among the reasons an account can be closed: the Banco de Portugal writes that the customer has ceased to be a legal resident in the European Union, and Banco CTT and Novobanco carry the same clause, with closure taking effect sixty days after notice. The statute that would settle whether legal residence is also a condition of entry is the one we could not open: the consolidated text on the official gazette site returned an empty single-page application to a normal fetch, a 2,346-byte shell to a browser request, and a Cloudflare challenge through a reader proxy. So the honest position is that we cannot tell you a non-resident is excluded from the 5.37 euro account, and we cannot tell you they are not.
Novobanco’s own documents give different numbers for the same account
Two Novobanco documents read on the same day disagree. Its price list, in force from 20 February 2026, prices the Conta +351 at 5.50 a month with the largest reduction applied. Its general account-opening terms, version 7 of 1 July 2026, price the same tier at 5.00 a month. Both state 66.00 for the year, and 5.00 across twelve months does not make 66.00. We are reporting all three figures rather than picking the one that reconciles, because we do not know which document the counter applies.
The tax authority writes, twice, that a non-resident needs no fiscal representative for the NIF
What the tax authority writes: in its leaflet for foreign citizens who are non-residents, self-dated July 2025 and read on 15 August 2026, the Autoridade Tributária e Aduaneira states in two separate places that designating a fiscal representative is not compulsory when a NIF is assigned to a non-resident.
What still triggers the obligation: a tax relationship with Portugal, which the same leaflet defines as a closed list, and where one exists the choice is a fiscal representative or signing up to electronic notifications. Failing to appoint one where it is required carries a fine the leaflet puts at 75 to 7,500 euros.
The wording is worth having in the original, because it is the sentence the whole question turns on.

The same document says it again in a second section, about the moment of assignment, for national and foreign citizens alike. One statement could be a slip. Two, in different sections of an official leaflet, is the position.
What does trigger the obligation, and what does not
The leaflet defines the tax relationship that brings the duty into play, and it is a list rather than a judgement. It covers owning a vehicle registered in Portugal, owning property in Portugal, holding an employment contract in Portugal, or carrying on self-employed activity in Portugal.
Read that list against what you came here to do. Opening a bank account is not on it. Where one of those links does exist, the leaflet gives fifteen days and two ways to satisfy the requirement: appoint a fiscal representative in Portugal, or sign up to one of the electronic notification channels, either the notification system inside the tax portal or the state’s digital mail service. For residents of the European Union, Norway, Iceland and Liechtenstein, and for Andorrans resident in Andorra, the appointment is optional in any case.
One exception is hard and worth stating plainly, because it is the case where the electronic route does not rescue you: if you are resident in a third country and carry on self-employed activity in Portugal, a VAT fiscal representative remains compulsory, and the leaflet says that signing up to any of the electronic notifications does not dispense with the appointment.
Getting the NIF from abroad runs through a legal representative, which is a different figure
You can request the number without flying in. The leaflet describes an electronic request through the tax portal’s e-balcão service, made through a legal representative, which it flags itself as a figure distinct from the fiscal representative. What that takes is a copy of your passport, a document showing your address abroad, the representative’s identity document and a power of attorney, and where the power of attorney is granted to a lawyer or solicitor the signature does not need to be authenticated.
The two figures are worth keeping apart, because the confusion between them is where the money is. A legal representative acts for you in one transaction. A fiscal representative is a standing appointment with an annual price attached.
What a renewal email sells, and what the same email says seven lines later
One account holder posted the renewal email they received from the company acting as their fiscal representative. It opens like this:

Seven lines further down, the same email says this:
“Due to the new rules, in some cases, the foreigner does not need to maintain a fiscal representative, if you do not want to contract the annual renewal, check with the Tax and Customs Authority (Finance) the possibility of withdrawing the fiscal representation, or if you are interested, we provide an advisory service to assist you in withdrawing the fiscal representation […] This service costs 49,90€ per person.”The same email, quoted by the same customer
We are not naming the company, because the thing worth showing is the shape rather than the firm: an email that opens by saying the service is always required, and closes by offering to remove it for a fee, on the grounds that sometimes it is not. The renewal itself is 100 euros a year per person on the same email, and the withdrawal advice 49.90.
Two cautions on this, and they run in opposite directions. This is a customer’s copy of an email and not a page we read on a company’s site, so it is one person’s document rather than a published position. And the legal question does not turn on it either way: the answer is the leaflet quoted above, and it was already the answer before anyone posted the email.
The NIF comes before the bank, except where the bank’s own terms take it on
As a general rule the sequence is what people describe: the tax number first, the account second. The tax authority’s own leaflet puts opening a bank account among the ordinary acts of life for which registration as a taxpayer is an essential condition.
One bank’s contract writes an exception into it. Novobanco’s general account-opening terms, version 7 of 1 July 2026, provide at clause 3.4 that where the customer is not resident in Portugal, they grant the bank power to ask the tax administration for a special tax identification number in their name, in order to allow the account to be opened. The same clause obliges the customer to tell the bank in writing within thirty days if they later obtain a tax number of their own, and if they do not, the bank may block the account to debits and credits and suspend the payment instruments.
So the sequence holds as a rule and it is not a law of nature. If you are dealing with Novobanco, the order is something its contract already addresses. If you are dealing with anyone else, get the number first: it is free of the risk and, on the leaflet, free of a fiscal representative too.
ActivoBank publishes its own nationality filter, and all three of its routes are filtered
Most of the guesswork in this topic is about which passports a bank will actually accept, and banks generally do not publish that. ActivoBank does. On its Conta Simples page, read 15 August 2026, it sets out three ways in, and every one of them names the documents it takes.
Follow those three across and a consequence falls out that ActivoBank does not spell out but its own page makes checkable. On a passport from outside the European Union, Schengen or the United Kingdom, none of ActivoBank’s three published routes is open, and what remains is a Portuguese residence permit, which is a document a non-resident does not have. ActivoBank also asks for a valid NIF on all of them.
That is a fact about ActivoBank and about the pages we read on 15 August 2026. Novobanco, Banco CTT and Millennium BCP do not publish a comparable list on the pages we read, and that is a fact about their pages rather than about their doors. Applicants describe the outcome from the counter side:

That is one person’s experience across their own attempts, and it measures nothing about how often it happens. It is worth reading next to ActivoBank’s published filter because the two point the same way from opposite directions, one from a policy page and one from a counter.

Why a Portuguese bank has to refuse, and why it owes you no explanation
Portuguese law is written in the indicative. Article 50 of Law 83/2017 says that obliged entities refuse to begin a business relationship where they do not obtain the identifying elements and supporting evidence for the customer, their representative and the beneficial owner, or the information required about the nature, object and purpose of the relationship. Not may refuse. Refuse.
Two further paragraphs decide how it feels from your side. Where those situations arise, the entity ends the business relationship and, where the conditions are met, makes a suspicious activity report. And paragraph 7 provides that exercising the duty of refusal, or ending the relationship under that article, creates no liability for an obliged entity acting in good faith. A bank that turns you away and says nothing is not being unhelpful. It is doing the thing the statute names, with a shield attached.
The duty also does not stop at opening. Paragraph 3 extends it to the identification and diligence procedures including the updating obligations, so the file stays open for as long as the account does.

Check whether you have one of the four links before you buy anything. A vehicle registered in Portugal, property in Portugal, an employment contract there, or self-employed activity there. If none of them applies to you, the tax authority’s leaflet says the fiscal representative is not compulsory for the NIF.

Bring the evidence for all three of the things article 50 names. Who you are, who the beneficial owner is, and what the relationship is for. Those are the three inputs the statute lists, and a gap in any one of them is what the refusal attaches to.

What the deposit guarantee covers, and the exclusion that runs through your file
Portugal’s Fundo de Garantia de Depósitos guarantees the reimbursement of the total balance of each depositor, per participating credit institution, up to 100,000 euros, read on its own site on 15 August 2026. Above that ceiling and for one year from the date of credit, it also covers deposits arising from transactions in private residential property, deposits with a social purpose, and sums from insurance or compensation for a criminal offence or a wrongful conviction.
One thing the fund does not say is that it covers non-residents. We searched four of its pages for residence and nationality on 15 August 2026 and the words do not appear. What the fund publishes instead is more useful than the sentence people quote: its exclusions are ordered by type of entity and by circumstance, listing credit institutions, investment firms, financial institutions, insurers and reinsurers, collective investment undertakings, pension funds and public sector bodies domestic and foreign. Residence and nationality are not among the categories it uses.
And there is one exclusion on that list that connects this section to the one above it. Deposits whose holder has not been identified through the elements required by the anti-money-laundering rules, as at the date the deposits become unavailable, are outside the guarantee. So an incomplete file is not only a reason to be refused at the counter. On the fund’s own wording, it is also a reason for money already sitting in the account to fall outside the cover.

Vehicle, property, employment contract or self-employed activity in Portugal. Get the NIF, from abroad if you are abroad
The electronic route through the tax portal runs via a legal representative with a power of attorney, and that is a different figure from a fiscal representative. Where a lawyer or solicitor holds the power of attorney, the signature does not need authenticating. If you are dealing with Novobanco, its version 7 terms already provide for the bank to request a number on your behalf.
Pick the bank by what it publishes about your document
ActivoBank publishes which passports each of its three routes accepts, and on a passport from outside the European Union, Schengen or the United Kingdom none of them is open. Novobanco names non-residents on its price list. Millennium BCP’s published route for people abroad ends with a handover in one of eight named countries. Banco CTT publishes its minimum services terms and we found no page for non-residents.
Assemble the file article 50 describes, not the file you think they want
Identity of the customer, the representative and the beneficial owner, plus the nature, object and purpose of the relationship. Those are the three things the statute names, the refusal is written in the indicative, and the bank carries no liability for exercising it in good faith.

Do I need a fiscal representative to get a NIF in Portugal as a non-resident?+–
Not for the NIF itself. The Autoridade Tributária e Aduaneira states in two separate places in its leaflet for foreign non-resident citizens, self-dated July 2025 and read on 15 August 2026, that designating a fiscal representative is not compulsory when a NIF is assigned to a non-resident. The obligation attaches to a tax relationship with Portugal, which the same leaflet lists as owning a vehicle registered there, owning property there, holding an employment contract there, or carrying on self-employed activity there. Opening a bank account is not on that list. Where one of those links exists, the leaflet allows signing up to electronic notifications instead of appointing a representative, except for a third-country resident with self-employed activity in Portugal, where a VAT representative stays compulsory.

Does ActivoBank open an account on a non-EU passport?+–
On what it publishes, none of its three routes reaches one. Read on 15 August 2026, ActivoBank’s app route requires a Portuguese Cartão de Cidadão, its video call names seven countries whose passports it accepts, and its branch route accepts passports only from the European Union, the Schengen Area or the United Kingdom. What remains for other passports is a Portuguese residence permit. Novobanco, Banco CTT and Millennium BCP do not publish a comparable list on the pages we read, which is a statement about their pages and not about their doors.
Why can a Portuguese bank refuse without explaining?+–
Because refusing is written as an obligation. Article 50 of Law 83/2017 says obliged entities refuse to begin a business relationship where they do not obtain the identifying elements for the customer, their representative and the beneficial owner, or the information about the nature, object and purpose of the relationship, and it uses the indicative rather than a permission. The same article requires them to end the relationship in those situations and, where the conditions are met, to file a suspicious activity report, and paragraph 7 provides that acting in good faith under it creates no liability for the entity.
Is my money protected in a Portuguese bank if I do not live in Portugal?+–
The Fundo de Garantia de Depósitos guarantees the total balance of each depositor per participating credit institution up to 100,000 euros, read on its site on 15 August 2026. The fund does not publish a statement about non-residents: we searched four of its pages for residence and nationality on that date and the words do not appear. What it does publish is a list of exclusions ordered by type of entity and by circumstance, and residence and nationality are not among the categories used. One exclusion on that list is worth knowing whatever your residence: deposits whose holder has not been identified through the elements required by the anti-money-laundering rules, as at the date the deposits become unavailable, are outside the guarantee.
